Inmate Says Escape Was Easy, Not Planned

Osceola County Jail escapee Carlos Albrto Rosa is headed back to jail after being captured in the Kissimmee neighborhood where he used to live.

A woman who only identified herself to WESH 2 as K.C. said she used to babysit for Rosa's three children. Deputies said he let himself into the woman's home.

K.C. said she did not know Rosa had escaped because he was wearing regular clothing, not prison garb.

Deputies surprised K.C. when they came to her home, kicking down her fence, to arrest Rosa.

Rosa, who was being held for burglary and grand theft auto, told reporters as he was taken away that he hid under a building on the west side of the jail property and waited until other inmates were taken inside from recess to make his escape on Tuesday night.

"It was quite easy," Rosa said about the escape. "I just waited around until the count was over and then I jumped the fence.

 
 

Deputies said Rosa scaled a small interior fence to get on the roof and jump over a razor wire fence.

The jail chief admitted today during an emergency commission meeting that the razor wire fence had been installed incorrectly.

Also in the commission meeting that was held during the noon hour Wednesday, it was announced that 26 employees are facing disciplinary action over the escape of 21-year-old Michael Rigby, who escaped from the jail by prying the toilet and sink from his cell wall less than a month ago. Rigby's father and grandmother were arrested on charges of aiding in his escape. He is still on the loose.

Chief Greg Futch of the Osceola County Jail recommended half of those employees be fired.

Recent troubles at the Osceola County Jail do not end with inmate escapes.

Last week, six inmates were accused of making homemade alcohol inside their cells. Officers also said they found drugs during that search.

An Osceola County Jail inmate was also able to sneak his girlfriend into a work detail in January at the Osceola County Animal Control. There were two corrections officers and six inmates on site at the time.

Inmate Angel Santiago held a guard hostage during an escape attempt in June 2009, according to authorities. Investigators said he was having an affair with an Osceola corrections officer and used her to smuggle in a 9 mm handgun. That officer was later arrested and is being held on $1 million bond.
